Parser of skill names that is accepting URI-based syntax.

The different types of names are:
  • "skill:[/]{0-2}agentId/capacityName[#fragmentName]"
  • "skill:[/]{0-2}contextId/agentId/capacityName[#fragmentName]"
  • "skill:[/]{0-2}contextId/spaceId/agentId/capacityName[#fragmentName]"
